2nd High Officials Meeting on SEA-TVET held by Indonesia

Ministry of Education and Culture of the Republic of Indonesia hosted the 2nd High Officials Meeting on SEA-TVET under the theme “Strengthening Efforts towards Harmonisation and Internationalisation of TVET in Southeast Asia” on 12-14 May 2016 at Hotel Grand Nikko, Bali, Indonesia. The meeting was co-organised by SEAMEO Secretariat and German Cooperation.

Following on from the 1st High Official Meeting on SEA-TVET in August 2015 in Chiang Mai, Thailand, the 2nd HOM on SEA-TVET aimed to 1) Review and evaluate the implementation of the SEA-TVET Programme in 2015-2016; 2) Further determine other regional policy directions to promote harmonisation and internationalisation of TVET institutions in the Southeast Asian region that will prepare TVET institutions and learners to actively participate in ASEAN Integration; and 3) Identify other regional strategies to improve the quality of TVET in the region – especially to improve the active participation of those in the industrial sector, as well as related development agencies, through public-private partnerships.

The meeting on 12-13 May 2016 was participated by 170 participants comprising of secretary-generals, director-generals, policy makers on TVET, and directors of TVET Institutions from Southeast Asian countries, namely Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand, Timor Leste and Vietnam. The meeting also involved TVET partners from China, Germany and Japan. In addition, National Seminar for Indonesian TVET Leaders was organised on 14 May with 150 Indonesian TVET directors and lecturers.

During 12-13 May, ten sessions were held which focused on the sharing of regional initiatives and best practices for improving TVET harmonisation and internationalisation, management practices, and industrial partnerships. Regional initiatives on TVET, namely SEA-TVET Scholarship Programme, SEAMEO Polytechnic Network, GIZ/RECOTVET Regional Cooperation in TVET, SEAMEO-DAAD Lecture Series were presented on 12 May by SEAMEO and partners for endorsement and discussion further for the implementation during the meeting.

Group Discussions on Three Key TVET Management Areas

In addition, Group Discussions were held among high officials, policy makers, and TVET institutions to deliberate on the three key TVET management areas: 1) Partnership and Mobility; 2) Harmonisation and Certification Standard; and 3) Curricula in the 21st Century. These discussions were highly productive and conducted to develop strategies to enhance the quality of TVET institutions and personnel.

Besides the formal meetings, study visits were organised to TVET educational institutions including SMKN 1 Denpasar (Technology), SMKN 3 Denpasar (Hospitality), and SMKN 1, 2 and 3 Sukawati (Arts and Cultural Performances) on 14 May.

The 2nd HOM on SEA-TVET was also the venue for several inception meetings of the regional initiatives such as Inception Meeting of the SEAMEO-DAAD Lecture Series; Inception Meeting of the SEAMEO Polytechnic Network; and Group Discussion of SEA-TVET Future Teachers.
