I. Background

In response to the recommendation of the 2nd SEAMEO High Officials Meeting in Technical and Vocational Education and Training (TVET), held in Bali, May 2016 for promoting the collaboration of TVET institutions in Southeast Asian countries with other regions beyond Southeast Asia, SEAMEO Secretariat collaborated with PR China through ACC to organise the China-Southeast Asia TVET Mobility and Networking Programme during the 9th China-ASEAN Education Cooperation Week in Guiyang, Guizhou Province, PR China on 1-3 August 2016.

The purposes of the China-Southeast Asia TVET Mobility and Networking Programme were to provide opportunities for TVET institutions in Southeast Asia and China to meet and learn from each other, and plan together for mobility promotion through scholarships, exchange and collaborative programmes, joint researches, and study visits.

The workshop went successfully with 90 participants from 74 TVET institutions from Brunei Darussalam, Cambodia, China, Indonesia, Malaysia, Philippines, and Thailand according to the 3 priority study areas, namely, 1) Hospitality and Tourism, 2) Agriculture and Fisheries, and 3) Electrical, Engineering and Manufacturing. The outputs from the workshop in August 2016 shown that there were 10 MOUs, 8 Frameworks of Cooperation, 1 Letter of Intent, and 39 action plans agreed by the Southeast Asian and Chinese institutions (Appendix A).

To strengthen the collaboration between the Southeast Asian TVET institutions and Chinese TVET Colleges and Institutions, the SEAMEO Secretariat in collaboration with Asian-China Centre and Chinese Government will organise the Preparation Workshop of SEAMEO-China TVET Cultural Twinning Programme to be conducted back to back with the 10th China-ASEAN Education Cooperation Week on 28-31 July 2017 in Guiyang, PR China.

The workshop will be participated by the selected 25 TVET institutions in China and 25 TVET institutions in Southeast Asia to be agreed on the collaborative actions in 3 focused areas.

1) Language Teacher Exchange between Chinese and English language
2) Student Exchange between China and Southeast Asian Institutions for 3 months up to 1 year
3) Online Cultural Twining Classrooms between Chinese and Southeast Asian Institutions

It is highly expected that the implementation between the agreed parties will be started in September 2017 onwards.



II. About SEAMEO-China TVET Cultural Twinning Programme:

The SEAMEO-China TVET Cultural Twinning Programme aims to:

  1. Strengthen collaboration between Southeast Asian region and China;

  2. Promote the cultural exchange between China and Southeast Asia through student and teacher exchange and cross-country cultural activities;

  3. Provide capacity development for TVET school administrators, teachers, and students through language development, and inter-cultural understanding programmes; and

  4. Develop a group of model schools or best practices for cross-country partnership development between Southeast Asia and China.

Proposed Collaborative Activities:

The proposed activities for cross-country collaboration between China and Southeast Asia may include as follows:

  1. Language Teacher Exchange

  2. Student Exchange

  3. Cultural Twining Classroom

  4. Benchmarking/Study Visit (Optional)

III. About the Preparation Workshop on SEAMEO-China TVET Cultural Twinning Programme on 28-31 July 2017, Guiyang, PR China

To strengthen collaboration and prepare commitments and agreed action plans among TVET institutions in China and Southeast Asia, the Preparation Workshop of the SEAMEO-China Cultural Twining Programme will be organised back to back with the 10th China-ASEAN Education Cooperation Week on 28-31 July 2017 in Guiyang, Guzhou Province, PR China.

The Preparation Workshop of the SEAMEO-China Cultural Twining Programme will be conducted at Guizhou Polytechnic of Construction, Guiyang on 30-31 July.

Objectives:

he Preparation Workshop of SEAMEO-China TVET Cultural Twinning Programme aims to:

  1. To strengthen collaboration between TVET institutions in Southeast Asia and China who participated in the China-Southeast Asia TVET Mobility and Networking Programme on 1-3 August 2016

  2. To revisit and evaluate the previous agreements and collaborations which committed among TVET institutions in China and Southeast Asia in August 2016 and identify possible to address the challenges

  3. To scale up the partnership agreements which committed in 2016 into actions and other possible collaborative programmes

Eligible TVET Intitutions:

The Preparation Workshop will be participated by approximately 80-100 participants who are:

  • Selected 25 advanced TVET institutions from China

  • Selected 25 advanced TVET institutions from Southeast Asia

The criteria to select the participating institutions are as follows:

  1. 1-2 persons from each TVET institution who are from the Management Level/Decision Makers such as Director, Deputy Director, or Head of Programme.

  2. 2) The participating TVET institutions must provide Vocational Certificate, or Diploma, or Higher Diploma in at least two areas of the following 4 main study areas:

    • Hospitality and Tourism

    • Mechatronics, Electronics, and Manufacturing

    • Agriculture and Fisheries

    • Information Technology/Creative Industry

  3. The participants must be able to communicate in English.

  4. The participating institutions should have commitment for participating in this programme.

  5. The participating TVET institutions must have policy in place at the institutional level to promote cross-country collaboration between China and Southeast Asian countries.

  6. The participating TVET institutions must have EXPERIENCES in collaborative programmes between China and Southeast Asia such as teacher/student exchange programmes, short course training, scholarships, cultural exchange programmes and etc, and/or participated in the China-Southeast Asia TVET Mobility and Networking Programme on 1-3 August 2016

  7. The participating TVET institutions are able to commit to implement the student exchange programme between Southeast Asia and China – commit to send and receive at least 5 students between Chinese institution and Southeast Asian institution, starting in September 2017 onwards.

  8. The participating TVET Institutions must be able to start the implementation from September 2017 as agreed from the Preparation Workshop with the Chinese TVET institutions.

  9. 9) The participating institutions should assign 1 Coordinating Teacher and 1 IT teacher/staff to closely work with SEAMEO and school partners in China.

  10. 10) The participating institutions should be able to select students who are studying at Vocational Certificate, Diploma, or Higher Diploma level with average command in speaking and listening English to participate in the programme, specifically student exchange programme and Online Cultural Twining Classrooms.

Expected Outputs:

The expected outputs from the Preparation Workshop are as follows:

  1. Commitments/agreements of TVET institutions in China and Southeast Asia to participate in this programme

  2. Identification of challenges and possible solutions to successfully conduct the following collaborative activities under the SEAMEO-China TVET Cultural Twinning Programme

  1. Language Teacher Exchange

  2. Student Exchange from 3 months to 1 year

  3. Online Cultural Twining Classrooms

  1. Development of Agreements and Action Plans for implementing the above collaborative activities as in no. 2 between the agreed parties

Funding Support:

  1. Accommodation from 27 July to 1 August (5 nights), local transportation, and all meals on 28-31 July will be supported by the 10th China-ASEAN Education Cooperation Week (CAECW) Secretariat. It is expected that the participating institutions also attend the 10th CAECW on 28-29 July 2017.

  2. Returned airfare ticket of participants from Southeast Asia should be supported by the participating TVET institutions.

Then participants are free to attend the seminars/workshops according to their interest)

IV. How to Participate in the Preparation Workshop and SEAMEO-China TVET Cultural Twinning Programme

  • The eligible TVET institutions in 11 Southeast Asian countries can apply the participation through the SEAMEO website: http://seatvet.seameo.org/

  • The application can be done through the Online Application Form and Off-line Application Form (in word doc).

  • The Online Application Form will be posted on the SEAMEO Website on Thursday 8 June 2017

  • The deadline of application is at midnight of Friday 23 June 2017.

  • The SEAMEO Secretariat will announce the selected TVET institutions who are eligible to participate in this preparation workshop and SEAMEO-China TVET Cultural Twining Programme on 29 June 2017.
