I. Background

In response to the recommendation of the 2nd SEAMEO High Officials Meeting in Technical and Vocational Education and Training (TVET), held in Bali, May 2016 for promoting the collaboration of TVET institutions in Southeast Asian countries with other regions beyond Southeast Asia, SEAMEO Secretariat collaborated with the government of PR China through Asian-China Centre to organise the China-Southeast Asia TVET Mobility and Networking Programme during the 9th China-ASEAN Education Cooperation Week in Guiyang, Guizhou Province, PR China on 1-3 August 2016.

The collaboration between China and Southeast Asian have been continued through the collaboration between the Chinese Government, CAECW Secretariat, ASEAN China Center and the Southeast Asian ministers of Education Organization (SEAMEO) since 2016 until the present time by annually organising, the SEAMEO- China Partnership Workshops back to back with the China-ASEAN Education Cooperation Week.

Since 2016, the annual SEAMEO-China workshops have been conducted successfully with participation of over 150 TVET institutions from Southeast Asian countries and over 120 advanced TVET institutions from China. The outputs from the workshops shown that there were over 20 MOUs, and 50 Frameworks of Cooperation were signed among the Southeast Asian and Chinese institutions.

The strong collaboration between Southeast Asian and Chinese institutions has shown in 2017 as there were approximately 180 students exchange, 80 teacher exchange/short course training, over 100 scholarships, and at least 3 management and study visits successfully conducted between Southeast Asia and China.

To strengthen the collaboration between the Southeast Asian TVET institutions and Chinese TVET Colleges and Institutions, the SEAMEO Secretariat in collaboration with CAECW Secretariat, Asian-China Center, and the Chinese Government will organise the 2nd Partnership Workshop of SEAMEO-China TVET Cultural Twinning Programme on 28-29 July 2018. The workshop will be to be conducted back to back with the 11th China-ASEAN Education Cooperation Week which will be held from 26 to 29 July 2018 in Guiyang, Guizhou, PR China.

The workshop will be participated by approximately 100-120 participants who are from the selected 25 TVET institutions from China and the selected 25 TVET institutions from Southeast Asia to agree on the partnership activities which can start the implementation in September 2018 onwards.



II. Objectives of 2nd Partnership Workshop: SEAMEO- China TVET Cultural Twinning Programme:

The Workshop aims to:

  1. Provide opportunity of capacity development for TVET administrators, teachers, and students through cross-country partnership programmes;

  2. Strengthen and sustain long-term collaboration between TVET institutions in China and Southeast Asian countries;

  3. Promote student and teacher mobility through the various forms of collaborations between China and Southeast Asian countries such as student and teacher exchange, scholarships, short course trainings, internships, and dual programmes;

  4. Set up the partnership agreements which can start the implementation in September 2018 onwards; and

  5. Develop a group of model TVET institutions of best practices for cross-country partnership development.

Proposed collaborative activities to be discussed at the workshop:

The proposed activities for cross-country collaboration between China and Southeast Asia may include as follows:

  1. Student Exchange and Internship for 3 months up to 1 year.

  2. Student Scholarships

  3. Teacher Exchange (Language and Technical subjects)

  4. Online Twinning Classroom

  5. Benchmarking/Study Visit

  6. Joint Researches

  7. Short course trainings for Teachers

  8. Development of Dual or Doubled Degree Programmes



III. Eligible TVET Institutions to be Selected to Join the 2nd Workshop:

The Workshop will be participated by approximately 100-120 participants who are from:

  • Selected 25 advanced TVET colleges/polytechnics/universities from China

  • Selected 25 advanced TVET colleges/polytechnics/universities from Southeast Asia

The criteria to select the participating institutions from Southeast Asian countries are as follows:

  1. Southeast Asian TVET Institutions which joined the SEAMEO-China Programme in 2016 and 2017 and have actively collaborated with Chinese Institutions such as student exchanges, teacher exchanges, scholarships, management visits and other forms of collaboration.

  2. 1-2 persons from each TVET institution who are from the Management Level/Decision Makers such as Director, Deputy Director, or Head of Programme.

  3. The participating TVET institutions must provide Diploma, or Higher Diploma, Bachelor in at least two areas of the following 6 main study areas:

    1. Hospitality and Tourism
    2. Engineering: Mechatronics, Mechanics, Electronics, and Manufacturing
    3. Agriculture and Fisheries
    4. Computer Science, Information Technology
    5. Business, Marketing, Logistics, Finance
    6. Multimedia and Creative Industry

  4. The participants must be able to communicate in English.

  5. The participating TVET institutions must have a policy in place at the institutional level to promote cross-country collaboration between China and Southeast Asian countries.

  6. The participating TVET institutions should have commitment for participating in this programme.

  7. The participating TVET institutions must have EXPERIENCES or potential in developing collaborative programmes between China and Southeast Asia.

  8. The participating TVET institutions are able to commit to implement the collaborative programme such as student and teacher exchange, in 2018 and onwards.

  9. The participating TVET Institutions must be able to start the implementation from September 2018 as agreed from the 2nd Partnership Workshop with the Chinese TVET institutions.

  10. The participating institutions should assign 1 Coordinating Teacher to closely work with SEAMEO and partners in China and Southeast Asia.

  11. The participating institutions should be able to select students who are studying at Diploma, Higher Diploma, and TVET Bachelor level with average command in speaking and listening English to participate in the collaborative programmes, specifically student exchange programme.



IV. Expected Outputs:

The expected outputs from the 2nd Partnership Workshop are as follows:

  1. Sharing of implementation experiences from selected Southeast Asian institutions and Chinese institutions on the current collaborations such as teacher and student exchange programmes

  2. Identification of collaborative or scaling-up collaborative activities under the SEAMEO-China TVET Cultural Twinning Programme

  3. Establishment of commitments/agreements (in pair or small group) and collaborative action plans between TVET institutions in China and Southeast Asia that can be implemented in September 2018 onwards.

  4. Commitment for submitting the collaborative report to SEAMEO Secretariat at the end of 2018.

V. Funding Support (For Southeast Asian Participants):

The organisers will support the following expenses for maximum of 2 persons from selected 25 institutions from Southeast Asia.

  1. Local costs, including airport transfer, accommodation from 27 to 30 July (the night of 27, 28, and 29 July), local transportation from the accommodation to conference venue, and meals will be supported by the 11th China-ASEAN Education Cooperation Week(CAECW) Secretariat.

    We suggest the participants to arrive at Guiyang on 27 July and depart Guiyang on 30 July 2018.

  2. Returned air ticket of participants from Southeast Asia should be supported by the participating TVET institutions.

VII. How to Participate in the 2nd Partnership Workshop of SEAMEO-China TVET Cultural Twinning Programme (For Southeast Asian institutions)

  • The TVET institutions in 11 Southeast Asian countries, namely, Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand, Singapore, Vietnam and Timor-Leste can apply the participation through the Online Application Form and Off-line Application Form (in word doc) for Southeast Asian Institutions.

  • Before filling up the Online Application Form, it is recommended that the institution may need to print the "Application Form in Word Doc" and discuss with the higher authority for details of commitment that the institution can deliver.

  • The following Online Google Application Form is now opened from 1 June to 20 June 2018.


    For Southeast Asian Institutions: For Chinese Institutions:
  • If institutions are not able to access the Google Online Application Form, please fill up the Application Form in Word Document and return the completed form to the email: seameo-china@seameo.org by midnight of 20 June 2018.

  • The deadline of application is at midnight of Wednesday 20 June 2018.

  • The SEAMEO Secretariat will select the potential Southeast Asian institutions to join in this programme by considering a first come- first serve basis, potential of collaboration, and past collaborative activities with Chinese institutions in the application form.

    1. If the institution is eligible, SEAMEO Secretariat will send an Official Invitation Letter to that Institution, together with the Confirmation Form, Programme Details and other necessary information.

    2. After receiving the Confirmation Form from Southeast Asian Institutions, the host in China will send the Letter for Visa Application Letter.

    3. After the participant receive the visa to China, participants must inform SEAMEO the flight schedule for the hotel booking.

    4. The visa application to China will take approximately 1-2 weeks. Please check the information of Chinese Embassy or Consular in your country.
